A major part of legislation under consideration by the U.S. Congress is concerned with various aspects of our environment. It is likely that more U.S. jobs will relocate abroad in the wake of whatever environmental legislation comes out of Washington. This will be bad for our ailing economy, and there are few easy solutions. If we place trade barriers, we cut our own throats because our economy depends on exports to the very countries where all our jobs are going. It’s a vicious cycle. An answer that could work, with a bit of creativity, will help the environment as well as our home economy. How?..
